The Lexington Board of Education met in regular session in the Robert H. Whitney Board of Education Meeting Room at 7:00 p.m. on Wednesday, October 17, 2018.  Mr. Keith Stoner, Vice-President, called the meeting to order. Roll was called by the Treasurer.

Roll Call – Members present: Dr. Martin Gottsdchling, Mr. Dave Roberts, Mr. Rob Schuster, Mr, Keith Stoner, Mr. Robert Whitney --- 5

                 

VISITORS / COMMUNICATIONS / RECOGNITIONS

                        Mr. Whitney welcome visitors to the meeting and asked if any visitors would like to be recognized.  Mr. Whitney also made various publications available. 

Bridget Coles shared information about Richland County Children Services, including information about the Kinship Care Program and HOPE (Helping Ohio Parent Effectively) Program. Ms. Coles shared that Richland County Children Services has provided services to 450 families and that number contineus to grow as the opioid addiction has caused more children to need services.  Ms. Coles shared that the November 6th elections includes a 1 mill replacement levy for Richland County Children Services to help meet these growing needs.

Student Representative Rhiannon Miller provided an update regarding various activities throughout the District, including the following:

Athletics

* Football - Record of 4-4 and tanked #7 in the region;

* Cross Country - Girls were OCC champs and boys were OCC runners up. Kyle J and Joanna H were OCC Champions in their respective races;

* Volleyball - OCC Champs;

* Boys' Golf - OCC Champs and missed qualifying for state by only 9 strokes;

* Girls' Golf - Concluded a great season

* Boys and Girls' soccer begin tournament action this week;

* Band of Gold - Will travel to Hilliard Davidson on October 27th to compete in the OMEA at 2:15.

Clubs

* NHS Inductions will be Monday, October 22 at 6:30 pm in the auditorium;

* Crochet-Along Club has begun and are excited to start their future projects;

* TCCP night will be hosted at the high school where Bowling Green, Ashland, NCSC, and OSU-Mansfield come and talk about their CCP programs;

* Leadership Council just finished taking order for crucial catch shirts for the crucial catch football game on October 26th;

*A big congratulations goes out to Gabriella M on being selected to represent Lexington High School with her artwork at the Statehouse. A digital image of her artwork will be hung in high traffic area of the Statehouse for one year. This exhibit is part of a special partnership between the Ohio Arts Council, The Ohio House of Representatives and the Ohio Art Education Association;

*Veterans' Day - Lexington High School will put on a walk-through for veterans on November 9th at 2 p.m. to show our gratitude and appreciation for their service.

     FINANCIAL ITEMS 

44-18   Motion by Mr. Roberts, seconded by Mr. Stoner to approve the following financial items:

1. The minutes from the September regular meeting were approved.

2. The monthly financial report for September 2018 was presented.

3. Approved renewal with Anthem Blue Cross Blue Shield for medical, Rx, and dental insurance administrative services for calendar year 2019 at the following rates:

* Medical/ Rx/Stop Loss Adminstrative fees of $39.00 per employee per month;

* Dental Administrative fees of $4.89 per employee per month;

* Specific Stop Loss coverage at a premium of $209.78 per employee per month

4. Approved the 2019 medical, dental, and vision insurance funding rates, representing a 2.4% increase for medical, a 0% increase dental, and a 3% increase for vision.

5. Approved the 5-Year Financial Forecast for FY19 through FY23.

6. Approved the following invoices:

* Medical/ Rx/Stop Loss Adminstrative fees of $39.00 per employee per month;

* Dental Administrative fees of $4.89 per employee per month;

* Specific Stop Loss coverage at a premium of $209.78 per employee per month

7. Approved the resolution Authorizing the Purchase of Competitive Retail Natural Gas Service from the Lowest Responsibile Bid Submitted to META Solutions for the Period Commencing July 2020 and Terminating No Later than June 2025.

8. Accepted a donation from Lex Lanes of 6 elementary bowling kits valued at approximately $1,600.

Employment: Approved the employment of the following personnel for the 2018-2019 school year:

Karen Draper - Long-term substitute for maternity leave at Eastern, effective September 18, 2018, until approximately January 1, 2019

Carolee Balliett - Academic Challenge advisor at Central

Jacob Poiner - High School Assistant Musical Director

Salary Adjustment: Approved the salary adjustment for:

Alyssa Crist - BS +20 to ME

   Katie Guy - ME + 20 to ME + 30

Employment:  Approved the recommendation to employ the following:

Krystin Kentosh - Pre-school educational aide, effective September 21, 2018, contract for the remainder of the 2018-2019 school year

Sharon Jones - Transportation, driver, effective October 8, 2018, contract for the remainder of the 2018-2019 school year

Kira Hudson - High School Microsoft mentior for the remainder of the 2018-2019 school year, $20.00 per hour, effective October 8, 2018

Sherry Frantz - Food Service substitute, pending successful completion of all pre-employment requirements.

Sharon Jones - Food Service substitute, pending successful completion of all pre-employment requirements.

Kylee Petersen - Substitute educational aide for the 2018-2019 school year

Other Business:  

Coaching Recommendations: Approved the coaching recommendations for the 2018-2019 school year:

Pat Cannon - Assistant high school swim coach

Substitute List:  Approved the revised Lexington substitute list dated 10/10/2018 as presented by MOESC

Board Policy Manual Revisions: Adopted the revisions to section 6.39 of the Board of Education policy manual, The Notification of Suspected Child Abuse or Neglect and Sexual Grooming policies.

DISCUSSION ITEMS

1. Trick or Treat - Mr. Ziegelhofer shared that the Trick or Treat Haunted Hallways event is scheduled for Wednesday, October 24th, from 5:30 - 7:00 p.m. at the high school.

2. Halloween Parade - Mr. Ziegelhofer shared that the 2018 Lexington Halloween Parade will be Sunday, October 28th, beginning at 3:00 p.m.

3. Community Building Tours - Tours of the District buildings will be held on October 31st to give the Lexington community an additional opportunity to tour current District facilities prior to the November 6th bond issue.

4. Levy Campaign - Mr. Ziegelhofer shared that the goal for the Levy Committee Campaign was to raise $20k and the current amount raised had reached $20, 000.33. Two postcard mailings have gone out to District homes to date, billboards are up around Lexington, a newsletter has been completed and is being mailed, and one or two additional postcards will be sent out with the last postcard including a reminder to vote.  

5. Business Advisory Council - An agreement has been entered into Mid-Ohio ESC and area schools, including Lexington Local School District, to form a Business Advisory Council pursuant to recent legislation.

6. All Board Appreciation Program - The annual All Boards Appreciation Program is scheduled for December 3, 2018 at 6:00 p.m. at Mid-Ohio ESC.

EXECUTIVE SESSION

46-18 Motion by Mr. Schuster, seconded by Mr. Stoner to enter into executive session to consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual unless the public employee, official, licensee, or regulated individual requests a public hearing and negotiations.

Certificate Section 5705.412, Ohio Revised Code

It is hereby certified that the Lexington Local School District Board of Education, Richland County, Ohio, has sufficient funds to meet the contract agreement, obligation, payment or expenditure for the above, and has in effect for the remainder of the fiscal year and succeeding fiscal year the authorization to levy taxes which, when combined with the estimated revenue from all other sources available to the district at the time of certification, are sufficient to provide operating revenues necessary to enable the district to operate an adequate educational program on all days set forth in its adopted school calendar for the current fiscal year and for a number of days in the succeeding fiscal year equal to the number of days instruction was or is scheduled for the current fiscal year.
